Loose dogs slaughtered 26 lambs and sheep in an attack on a farm in Pickmere, Cheshire.
Knutsford Police said five sheep were ‘ripped apart’ by animals in a field and a further 21 drowned after being chased into a pond.
Officers described the dogs as ‘dangerously out of control’.
They said there was a possibility that a pack of dogs were loose but they were not ruling out the prospect that people may have been involved.
Pc Jim Day, rural crime officer for Knutsford, said: “We are appealing for anyone who saw either loose dogs or people with dogs in the vicinity of the field on Pickmere Lane to call Cheshire Police on 101.”
A Farmers Guardian Twitter poll asked if there should be tougher penalties for owners whose dogs attack livestock.
FG launched its Take the Lead campaign in Easter 2014 in response to the growing problem and has been working hard to educate pet owners about the devastating impact loose dogs can have on livestock.
